Ramallah, August, 4, 2025: The head of the Colonization & Wall Resistance Commission (CWRC), Mu’ayyad Shaa’ban, declared that the Israeli occupying state has carried out 1821 attacks during July 2025.Mr. Sha’ban pointed out in the monthly report of the Commission, “Violations of the Israeli Occupation State & Colonizers in the Occupied Palestinian Territories”, that the Israeli occupation forces carried out 1355 attacks, while the colonizers carried out 466 attacks. These violations were concentrated in Ramallah Governorate, which witnessed 302 attacks, followed by Hebron Governorate, which was subjected to 300 attacks, and Nablus Governorate where 293 attacks were recorded. He noted that these assaults included armed attacks on Palestinian villages, imposing facts on the ground, field executions, vandalism, land bulldozing, uprooting trees, seizure of property, and the establishment of closures and barriers that restrict the connections within Palestinian territories.
The Cruel Wave of Colonial Terrorism Continues.
Mr Shaa’ban highlighted the alarming reality of 466 attacks by colonizers, representing a disturbing peak in colonizers’ terrorism aimed at Palestinian villages and Bedouin communities. These violent attacks were primarily focused in Ramallah governorate, which witnessed 126 attacks, followed by Hebron governorate, which experienced 103 attacks. Meanwhile, 83 attacks were recorded in Nablus and 39 attacks in Bethlehem.
He explained that these colonial attacks resulted in the martyrdom of four citizens in Silwad and Al-Mazra'a Al-Sharqiya in Ramallah Governorate, as well as in the village of Umm Al-Khair, located south of Hebron. These attacks also led to the forced displacement of two Bedouin communities in Jericho and Bethlehem, specifically “Arab Al-Malihat” and “Deir Alla” communities, affecting 50 Palestinian families, consisting 267 citizens. This ongoing tragedy is part of a broader strategy to create a coercive and hostile environment, systematically supported by official institutions of the Israeli occupying state. Since October 7, 2023, the number of Bedouin communities displaced due to colonizers' terrorism has reached 33. Additionally, he noted that the colonizers committed 232 acts of vandalism and theft against Palestinian property, affecting vast areas of land. These attacks have caused the uprooting, destruction, and poisoning of 2,844 trees, including 2,647 precious olive trees. This destruction has primarily occurred in the governorates of Bethlehem, where 1,800 trees have been uprooted or damaged; Nablus, with 640 trees affected; and Jenin, which has suffered the loss of 320 trees. The impact of these actions on the environment and local communities is profound and cannot be ignored.
Attempts to Establish 18 New Colonial Outposts:
Since the beginning of July 2025, the colonizers have attempted to establish 18 new colonial outposts, most of which were agricultural. These outposts were planned to be located in various areas. The plan involved establishing five colonial outposts in Hebron Governorate, with an additional two outposts each in the Salfit, Bethlehem, Ramallah, and Jericho Governorates. Additionally, there would be one outpost in Tubas and one in Jenin.
Mr. Shaa’ban emphasized that the escalation of attempts to establish these outposts is part of a broader strategy to segregate the Palestinian geography and impose control over the land. The colonizers aim to implement changes on the ground, which are then legitimized by official entities that transform these changes into reality through legislation, establishment, and provision of services to create recognized colonial sites.
The Israeli Occupation Authorities Seized 31 Dunums of Palestinian lands
Mr. Shaa’ban also stated that the Israeli occupation authorities seized 31 dunums of citizens' lands last July through 5 seizure orders for military purposes. The objective of these orders was to establish three buffer zones: one around the so-called “Sidi Bouaz” outpost on Al-Khader lands, another on the lands of Arab Al-Taamra in Bethlehem Governorate, and the third to complete a previous order on the lands of Kafr Al-Labad in Tulkarm Governorate, surrounding the so-called “Avnei Hefetz” colony. Additionally, there were plans to establish colonial roads in Hebron Governorate, specifically on the lands of Al-Shuyukh and Sa’ir, as well as on the lands of Jinsafut in the Qalqilia Governorate.
Demolition of 122 Facilities and 33 others have been notified for demolition.
Mr. Sha’ban also noted that July 2025, the Israeli occupation authorities carried out 75 demolition operations, affecting 122 facilities. These included 60 inhabited facilities, 11 uninhabited facilities, 22 agricultural facilities, 26 sources of livelihood facilities, and others. These demolitions were concentrated in Jerusalem governorate, where 53 facilities were demolished. Meanwhile, 22 facilities were demolished in Ramallah governorate, and 18 facilities were demolished in Bethlehem.
Mr. Sha’ban further stated that the Israeli occupation authorities issued 33 demolition notifications against Palestinian facilities as part of an ongoing campaign to restrict Palestinian construction and natural urban growth. These notifications have increased significantly in recent days, with the highest concentration in Bethlehem governorate which received 19 notifications. Meanwhile, Hebron governorate received 6 notifications. 3 notification were recorded in each of Qalqilia and Tubas. Furthermore, there was one notice each in Tulkarm and Jerusalem.
Mr. Sha’ban stated that the Israeli occupation state is now adopting a dangerous approach toward Palestinian construction, first, through the unprecedented intensification of demolition operations with the threat of escalating them across all areas, second by forcing citizens to pay for the costs of demolitions as what has happened recently in Masafir Yatta. He added that this procedure aims to enforce more oppression against Palestinian citizens.
39 New Colonial Master Plans, including the legalization of additional colonial outposts
Mr. Sha’ban stated that in July 2025, the planning authorities of the Israeli occupation state proposed 39 master plans in favor of colonies in the West Bank and Jerusalem. This included 34 plans for colonies within the West Bank and five plans for colonies located within the borders of the occupied municipality of Jerusalem. He noted that these authorities approved 22 master plans submitted 12 additional plans for West Bank colonies. These master plans resulted in legalizing 4,492 new colonial units and the deposition of 1,095 new colonial units, covering an estimated area of 5,268 dunams.
On the other hand, Jerusalem Municipality approved one master plan and submitted four additional plans for further approval within the boundaries of the occupied municipality. In total, 260 colonial units were proposed, but no new colonial units were officially approved. These master plans affected an area estimated at 46 dunams of citizens' land.
Mr. Shaa’ban noted that the maps attached to the master plans reveal the occupying state's intention to gradually establish colonial outposts around the so-called “Alili colony, which was built on the lands of citizens in Qaryut, Al-Sawiya, and Al-Lubban in Nablus Governorate. These outposts are known as "Nof Harim" and "Neve Shoham," and they are part of master plan number 1/6/237, which aims to construct 118 colonial units on an area of 26 dunams.
The same plans indicate that the Israeli occupying state has approved a master plan for the so-called “Ma'ale Amos” colony, which was established on the lands of citizens in Bethlehem Governorate, specifically the lands of Arab al-Rashaydeh. This approval is intended to "legalize" the so-called" Avi Hanahal" outpost through the master plan numbered יוש/2/4/413. The plan aims to build 76 colonial units on an area of 112 dunams of citizens' land.
In addition, the attached maps indicate the occupying state's intention to legalize the so-called “Givat Hanan” outpost by submitting the master plan numbered YOSH/5/513. This plan includes the construction of 107 new colonial units on an area of 132 dunams.
