Moayad Ibrahim Salah Shaaban was born on the twelfth of August 1968 in the Nur Shams Palestinian refugee camp in the city of Tulkarm to a Palestinian refugee family from the town of Quneir, Haifa district. Married and has two sons and a daughter. He studied the elementary and preparatory stages at Nur Shams Camp School affiliated to the United Nations Relief and Works Agency for Palestinian Refugees (UNRWA), and the secondary stage at Tulkarem Secondary School, from which he obtained a general secondary certificate in the literary branch in 1986.
He obtained a bachelor’s degree in social studies from Al-Quds Open University / Tulkarm branch in 1986. 2014. Joined the Special Units of the Palestinian National Authority. He assumed the task of Director of Special Units in Tulkarem between 2001-2005. He moved to the Military Intelligence Service, and became its director in Tulkarm between 2007-2008. He held the position of Special Resources Officer in the Military Intelligence Service. He moved to work in the Palestinian Intelligence Service in 2009. He obtained a master's degree in public administration in 2022 from Khadoorie University. The occupation arrested him in 1985 for a year, and there he belonged to the Fatah movement, and was active in the village of Thanabeh. The closure of universities by the occupation and the repeated arrests prevented him from completing his university studies normally at Birzeit and An-Najah Universities. The occupation arrested him for two years in 1990. The occupation arrested him again in 1993 on charges of working with a group affiliated with Fatah hawks. He was sentenced to 15 years in prison. He was released in 1999 as part of the releases of the peace process.
He became a member of the Fatah region in Tulkarm and director of the region's office between 2000-2007. He was elected to the Sixth General Conference of the Fatah Movement, which was held in Bethlehem in 2009. He assumed the duties of Secretary of the Fatah Movement in Tulkarem between 2011-2012, then he was elected again as Secretary in 2012 and remained in this position until 2016. He was elected as a member of the The Fatah Revolutionary Council at the Seventh Conference of the Fatah Movement, which was held in Ramallah in 2016. It assumed responsibility for the Arab regions in the Fatah Foreign Regions Commission.
