July 22, 2025The Colonization & Wall Resistance Commission stated that the planning bodies of the occupation’s so-called “Civil Administration” have, since the beginning of July, advanced 25 master plans in favor of expanding colonies in the West Bank. The head of the Commission, Minister Mu’ayyad Sha’ban, said that this aggressive push for the colonies’ master plans is part of a race against time to impose facts on the ground in Palestine. This includes expanding existing colonies, regularizing and legitimizing colonial outposts, and restricting Palestinian access to their lands through various measures.

The head of the Commission added that the reviewed plans have led to the submission of 10 master plans for later approval, while the planning bodies approved 15 new plans. Mr. Sha’ban explained that the approved plans aim to construct 899 new colonial units, while the submitted master plans include a total of 586 new colonial units awaiting approval. He pointed out that among the reviewed plans was one concerning the regularization (legalization) of a colonial outpost located south of Hebron Governorate, which is the Givat Hanan outpost near the Susya colony, through the submission of a master plan aimed at building 107 new colonial units on 134 dunums of privately-owned Palestinian land. It is worth noting that the Givat Hanan colonial outpost was established in 2019 near the Shaab al-Butum community in Masafer Yatta, and has since become a launch point for terrorist attacks aimed at forcibly displacing residents from Masafer Yatta and a means of land and pastureland seizure

Mr. Sha’ban added that among the plans approved this month was one related to the expansion of the Nili colony, which is built on privately-owned Palestinian land west of Ramallah, specifically on the lands of the village of Deir Qaddis. The approval, which aims to convert 766 dunums into areas designated for construction within the colony, indicates the occupation's intention to carry out a systematic expansion of this colony. Similarly, regarding the Rimonim colony, established on land belonging to the village of Deir Jarir east of Ramallah, a master plan was approved for the benefit of the colony that aims to carry out a major expansion, encompassing 253 dunums and the construction of 136 new colonial units.

Mr. Sha’ban added that the occupying power is proceeding with the imposition of facts on the Palestinian landscape, facts that aim to fragment Palestinian land and enforce a system of enclaves, thereby eliminating any possibility of establishing a future Palestinian state. He stressed that what the occupying state is committing on the ground constitutes grave violations of the most basic principles of human rights, and not only assaults the inalienable rights and resources of the Palestinian people, but also blatantly disregards the decisions of the international community, the resolutions of the United Nations, and established legal positions on the matter.
