Ramallah, December 3, 2025: The head of the Colonization & Wall Resistance Commission, Minister Mu’ayyad Sha’ban, stated that Israeli occupation forces and colonizers carried out a total of 2144 assaults during the month of November, in an ongoing cycle of terror perpetuated by the occupation state against the Palestinian people, their lands, and property.
In the commission’s monthly report titled "Occupation Violations and Colonial Expansion Measures," Mr. Sha’ban explained that the occupation army was responsible for 1523 assaults, while colonizers carried out 621 assaults. The majority of these assaults were concentrated in the governorates of Ramallah with 360 assaults, Hebron with 348 assaults, Bethlehem with 342 assaults, and Nablus with 334 assaults.
He noted that the assaults ranged from direct physical assaults, uprooting of trees, burning of fields, preventing olive pickers from reaching their lands, seizing property, and demolishing homes and agricultural facilities. On the other hand, the occupation forces are closing large areas of land under the pretext of enforcing “security”, while the colonizers are granted expansion within said lands.
He also noted that these escalating assaults confirm that what is occurring is not a series isolated occasions, rather they are part and parcel of an organized strategy that aims to displace the land’s indigenous people and enforce a fully racist colonial regime.
A Wave of Terrorist Colonizer Attacks and the Uprooting of 1986 Trees
Mr. Sha'ban highlighted that colonizer assaults, that reached a total of 621 assaults, is considered one of the peaks of colonizer terror attacks that targeted Palestinian villages and Bedouin communities. They were mostly concentrated in the Nablus governorate, with 133 assaults, followed by Hebron with 112, and Ramallah with 93 assaults.
Mr. Sha’ban noted that the devastating data concerning the past month paint a clear picture of the scale of systematic violations targeting people, land, and property across various Palestinian governorates. He emphasized that these figures are not only cold statistics, but rather they are compelling evidence of an escalating policy aimed at undermining the Palestinian existence through direct military assaults, colonizer terror, and the destruction of the social and economic infrastructure.
He added that the assaults, which surpassed 2000 assaults in one month, in addition to the hundreds of arrest cases and the protection the occupation army provides to the terrorist colonizers, reveal a deliberate strategy to depopulate the land of its indigenous inhabitants and impose control over it. Moreover, he stated that the assaults on crops, which targeted nearly 2000 trees, including hundreds of olive trees, represent a blow to the Palestinian cultural symbol and economy. The demolition operations and the confiscations reflect attempts to deliver a blow to the sources of income and destroy the daily life foundations. He emphasized that the statistics impose an urgent moral and legal responsibility, not only by condemning these policies, but rather by taking practical steps to stop them and hold the perpetrators accountable. The political message inferred from this report is that the continuation of the international silence provides a cover for these violations. Also, the protection of the Palestinian people and their rightful rights require serious political will that are translated to binding decisions that put an end to the policy of collective punishment and settler colonialism and paves the way to justice and freedom.
He added that the colonizers also carried out 485 acts of vandalism and theft of Palestinian property, affecting large areas of land. Colonizer attacks, with the assistance of the Israeli occupation army, also caused the uprooting, destruction, and poisoning of 1986 trees, 466 of which are olive trees. These assaults were distributed across governorates as follows: 1260 in Nablus, 381 in Ramallah, 135 in Salfit, 100 in Hebron, 70 in Qalqilya, and 40 in Jenin.
Attempt to Establish 19 New Colonial Outposts
Mr. Sha'ban stated that colonizers have attempted to establish 19 new colonial outposts since early November, most of which have been agricultural and pastoral in nature. These included 5 attempts in the Nablus Governorate, 3 attempts in the governorates of Hebron, Jerusalem, and Ramallah and Al-Bireh, 2 outposts in Tubas, and 1 in Qalqilya. He also emphasized that the intensifying efforts to establish colonial outposts during this stage could only occur under clear instructions given from the political leadership to further fragment Palestinian geography and impose facts on the ground. The colonizers take on the task of creating changes on the ground, after which the official authorities step in to legitimize and cement these changes, transforming them into colonial sites that receive full services.
Seizure of 2800 Dunums of Citizens’ Land
Mr. Sha’ban stated that in November, the occupation authorities also seized a total of 2800 dunums of Palestinian land via several military seizure orders including seizure orders, expropriation, and amending state land borders. He pointed out that the occupation authorities issued a new record of land seizure orders for military purposes, totaling 26 orders, through which they confiscated 1296 dunums. These orders revealed the occupation’s intention to establish 3 buffer zones around several colonies, via 3 seizure orders, the first is around the colonies of Giv’at Assaf, north of Ramallah, the second Hamdat in the Tubas Governorate, and the third around the colony of Elazar in the Ramallah Governorate. Moreover, 9 other sequential military orders reveal the occupation’s intention to construct a road that cut through vast areas of the Jordan Valley land and surround it by a wall (of unspecified nature) and other buffer zones stretching over 22 km in the Tubas Governorate in addition to establishing security roads and other military sites.
Mr. Sha’ban added that the occupation authorities revealed their intention to confiscate the archeological site in Sebastia through Military Expropriation Order No. 2/25. This order mandates confiscation of a total of 1473 dunums of the archeological site. This is considered the biggest seizure operation of an archeological site witnessed in the Palestinian territories. He added that the occupation state, through what it calls the “Blue Line Crew”, expanded the boundaries of the Alfei Menashe colony, established on citizen’s lands east of Qalqilya. This expansion was achieved by adding 31.8 dunums of citizen’s lands in the area to the confiscated lands within the colony's perimeter.
Demolition of 76 Facilities and Notification to Demolish 51 Others
Mr. Sha'ban pointed out that during November, the occupation authorities carried out 46 demolitions, destroying a total of 76 facilities, including 20 inhabited homes, 2 uninhabited homes, 30 agricultural facilities, and 23 sources of income. The demolitions were concentrated in the following governorates: Hebron with 30 facilities, Jerusalem with 15 facilities, and Bethlehem with 11 facilities. Mr. Sha'ban also revealed that the occupation authorities distributed 51 demolition notifications for Palestinian facilities, as part of the ongoing campaign to restrict Palestinian construction and the natural growth of villages and towns—an effort that has recently intensified through widespread demolition operations. The notifications were mainly concentrated in the Bethlehem Governorate with 21 notifications, followed by 14 demolition notifications in the Hebron Governorate, 6 in the Nablus Governorate, 2 in the Tubas Governorate, and 1 demolition notification in the Ramallah and Al-Bireh Governorate.
Study of 23 Master Plans for Colonies
Mr. Sha’ban added that in November, the planning authorities of the occupying state reviewed 23 master plans in favor of colonies in the West Bank and Jerusalem (within municipal boundaries). 19 plans were studied for the West Bank colonies while 4 were studied for Jerusalem colonies (within municipal boundaries).
He added that these authorities approved 12 master plans for colonies in the West Bank and deposited 7 other plans for subsequent approval. Through this, they deposited plans for 1409 units and approved the construction of 353 new colonial units covering an estimated area of 1327 dunums.
Meanwhile, the Jerusalem Municipality approved a master plan, concerning Jerusalem colonies and deposited 3 other plans for subsequent approval, related to colonies within municipal boundaries of the occupation municipality in Jerusalem. These involve a total of 687 colonial units, covering an estimated area of 36,759 dunums of citizens' land.
Mr. Shaban clarified that the maps attached to the master plans indicate the occupation's approval to establish a new colonial neighborhood affiliated with the Negohot colony, which is built on citizens' land in the city of Dura in Hebron Governorate. This was done through the approval of master plan no. יוש/ ב/ 1/ 521, which aims to build 158 new colonial units on 520 dunums of citizens' land.
Mr. Sha’ban added that the same documents revealed that the occupation authorities had deposited another master plan aimed at establishing a new neighborhood for the Kedumim colony, located east of Qalqilya Governorate. This was done by depositing masterplan no. יוש/ 17/ 113, which aims to build 1,388 new colonial units on an area of up to 239 dunums of land belonging to the villages of Jit and Kafr Qaddum. The mentioned neighborhood is situated south of Road 55.
